Off the top of my head, I can’t think of any attack potency feats above city level. However, if you think realms are fully-formed universes, then you can technically say beings like the Overlord and First Spinjitsu master are universal-multiverses. Nadhakhan does view lasers in slow motion that one time though, so you could argue pretty much anyone to have FTL combat time. Plus infinite wish Nadhakhan and the Hands of Time were both capable of manipulating time.

Ok understandable, if there's multiple realms i think it still counts as universes=multiverse similarly to dragon ball in some ways.
