The Superhero Database Classification number, or SHDB Class, is a number that represents the overall 'power' of a character. All traits of a character are used for calculating the Classification.
What it DOESN'T mean
This doesn't mean that a higher class would always beat a lower class character. But the bigger the difference in Class is, the more obvious it is who'll win in a fight.

Super Power Score and Level
Every Super Power has a score (SPS) that is used to calculate the Class. Each Super Power also has 3 levels (SPL). The level is set when connecting that Super Power to a character. The level determines the final score, of the Super Power, being used in the calculation.
1.) Just by using his strings, he is able to impressively cut down multiple buildings simultaneously.
2.) An enemy who strikes forward to kill Walter will fail due to their unawareness of his strings that is in place, which would cut the enemy to pieces within seconds.
3.) He has force shields that prevent blasts (i.e. energy blasts) from injuring him. In the Hellsing Ultimate series, he does an impressive job showing his true powers where he uses his force shields to constantly hold off any enemies attacks for a while.
4.) Because he dealt with Alucard in Post Schrodinger form before means he can do the same with planetary level beings without an armor.
