The Presence Featherine is, at best, 2 layers into outerversal by virtue of transcending the witch domain. Bear in mind that it is not enough to transcend 1-A characters or realms to become H1-A, you must be completely ineffable to the former. Transcendence in 1-A stuff is akin to the spatial dimensions (OR metaphysical hierarchies) that can give us stuff up to H1-B in the sense that the gap between a 0D thing and another infinite dimensional thing is similar to an outerversal layer. The witch domain, instead of functioning based on spatial dimensions, uses the latter system of metaphysical hierarchies, described as "an infinite ladder", aka H1-B.

At the top of this hierarchy sits of sea of fragments and city of books, which would qualify for Low 1-A (at the very best). Featherine does indeed transcend these two realms, qualifying for either one or two layers into outerversal (depending on how you place the city in relation to the sea). Similarly, so too does the creator realm sit at "only" 3 layers into outer since, again, it is not at all ineffable not fully transcendent as it would require to be H1-A.

With this said, The Presence stomps and it's not close.
