Probably the Death and Dark Troopers, but if we have to rely on Palpatine's royal guard, then these are the most powerful ones.

Death troopers. Generally used to guard high ranking imperial officers. They are the stealth group and their suits hide them from radar and scramble their voices. They’re the elite variant and go through specialized training at academies. They are also chosen because of their height, with all of them being at least 6’7. On top of that, they are genetically enhanced to be faster and tougher than normal stormtroopers.
