Probability Manipulation

I think it is the ability to alter the outcome something that needs luck before it happens.

Someone explain this ability better to me? Is it you are able to predict outcomes even though the odds are very low, This will also have something to do with luck I am going to assume? if that is the case this should not be worth 25 points. I would say 5 or 10 max. @Galactus can you explain this to me a little better
