I do not know dimensionality well. My knowledge on that is very limited to 4 and 5d but I guess I’ll try and answer.
It says the fourth dimension of time so if I was to take this at face value I’d say this is just a universal+ feat. I know nothing about the marvel cosmology other than the Multiverse is high hyper I guess so maybe the 4th dimension is completely different there.
