I believe the Ghostface would be the most effective and he's just a powerless guy but still scares people just as if not more than the others.
However adding a yellow lantern would just ruin their story making them too powerful for the kids they typically hunt.

I feel like if Freddy Krueger were given a ring he would gain the ability to put people to sleep and then kill them. I know that has nothing to do with the ring's actual powers but IDK
