Atom Bob (Earth-93060) Atom Bob can do 2 things: 1. transmute physical things into something harmless like cheese or paper OR 2. emotionally take all of the fight out of his enemies that did not have that weakness(like maybe those that could remain in energy, gaseous, or liquid states for long periods). He could also make a Hulk stronger by making him madder more quickly--if they were to team up...Vision might present a weakness to him, since he can go intangible and be artificial at the same time. However, I am not sure about that(because Bob might be able to affect what he knows is there in the vicinty). Also, being faster would have to be a problem for him, too...
