Team Grifter WSSLF makes this one a toughie, because he runs at 500 mph and I don't think people can do things that fast(regardless of how fast the weapon is). That is, not without already having the weapon in hand. Gunners do always have to draw their weapons. Toad is one of the most underrated characters; he'd be a major problem for possibly as much as Class 25 brawlers and line-of-sight blasters no matter how skilled they were; dude's tongue is like a python; he has numbing ability over large areas of his body; the movie version was a handful for Storm, Cyclops, and Jean; if Storm did not have storm ability, they may have lost; and, he's only gotten better since; he should have gotten a MVC entry...Anyway, this is no easy fight for either side. One side has the weapons which they operate ay fast speeds and the other has fighters that can beat a lot of line-of-sight enemies--due to amazing speed and agility...
