Imo I also think that's the ranking of the series
PKJ's Incredible Hulk > Ewing's Immortal Thor > Action Comics/Superman
Next few issues I don't think we see any major upgrade in terms of Hulk for power due to the team up with Werewolf by Night, who is street level, but #22's synopsis says, "Bruce Banner is now fully locked away within the body and mind of the INCREDIBLE HULK... no more than a memory of Hulk’s former self.."
and also "Meanwhile, Gamma-mutated people around the world are disappearing..." so I think #22 might be the start of the next major arc
